As a preliminary step to the Sur-i Sultani Strategic Plan realized by the Istanbul 2010 European Capital of Culture Agency Cultural Heritage and Museums Directorate, a searching conference was held on 31 October 2008 with the participation of specialists from Topkapi Palace Museum and Istanbul 2010 ECOC Agency representatives together with experts of museum management, area management and Ottoman History.

Searching Decision Conference is a participatory method applied by ARAMA Participatory Management Consulting team. The method was used for attaining a common strategy for designing the future of Topkapi Palace Museum as a “self-exhibiting palace museum” within the context of Istanbul 2010 European Capital of Culture and; determining the projects to be implemented in due course.
