The primary purpose of the Strategic Vision and Plan is to develop a preservation strategy for Sur-i Sultani (Sultan Walls). The great vision to achieve this goal proposes the establishment of the finest park museums in the world inside Sur-I Sultani that will tell the story “One City and Three Worlds” – Istanbul: Ottoman world, the Byzantine world and the classic world. So all the layers of history will be exposed. As a compound of long-run and short-run projects, the Strategic Plan is planned to be completed in 2023 the 100th Anniversary of the Republic.
Upon the request of Istanbul 2010 ECOC Advisory Board, the Cultural Heritage and Museums Directorate organized a search meeting on 31 October for discussing about the ways to relieve the burden of visitors and objects on Topkapi Palace museum and taking decisions, so that the Topkapi Palace would be better preserved and its original functions and architecture could be better read. After the meeting which was attended by representatives from all counterparts, authorized museum officers, specialists and academics, it was concluded that a study must be conducted to cover the entire Sur-I Sultani; and that the work must be developed as long-term plan. This is how the Strategic Plan for Sur-I Sultani came to the existence as a project.
Following the research conducted Cultural Heritage and Museums Directorate, an agreement was concluded with Metaphor the British based museum and architecture firm with international experience as they had their signatures under various and major projects such as Victoria & Albert, Egyptian Museum in Cairo. Metaphor promptly engaged in comprehensive work covering Topkapı Palace Museum, Istanbul Archeological Museum, St.Irene Museum, Darphane-i Amire and other locations and gardens in Sur-I Sultani; and to make masterplans for with museumological and museuographical aspects which will include subjects like architectural design and landscaping, education and learning, governance and sustainability of all those places mentioned above. As the first stage of the Strategic Plan, they submitted the “Report for Sur-I Sultani Strategic Vision” (164 pages) to the Istanbul 2010 Executive Board on 12 June. The report was submitted to the Minister of Culture and Tourism on 7 July.
