A directive was issued by the Prime-Ministry commanding that the Ministry of Tourism, Governorship of Istanbul and Metropolitan Municipality of Istanbul would make appropriate contributions to the Project in financial terms and on the content basis.

It was acknowledged that even an amendment be made to the Regulation which passed in 2000 and enacted the possibility for ECOC candidacy in non-EU member countries- there would be no hindrance for Istanbul’s candidacy.

By the recommendation of Esra Nilgün Mirze, the Enterprise Group concluded that Mr.Nuri Çolakoğlu’s participation be provided. Mr.Çolakoğlu assumed the coordinator position also with support of Ambassador Şule Soysal.

Esra Nilgün Mirze met EU Commissioner Mr.Olli Rehn and informed him on the candidacy of Istanbul for European Capital of Culture. Mr.Olli Rehn expressed his support and wished success.

Ms.Görgün Taner and Ms.Esra Nilgün Mirze went to Cologne as official guests and participated there with German parliamentarians including Ms.Claudia Roth in festivities organized for countries that became new members of EU by 1 May 2004. That evening Ms.Roth expressed their wish to see Turkey as an EU member and also supported Istanbul for European Capital of Culture.

Concurrent exhibitions, video show and conferences were organized with contributions from Korhan Gümüş both in Istanbul and Genova for maintaining relations with Genova European Capital of Culture.

The title “Enterprise Group” was saved for “Civil Enterprise” in order to attain larger participation. Consequently Mr.Arhan Kayar, Mr.Birnur Akan, Mr.Cengiz Aktar, Ms.Esra Nilgün Mirze, Mr.Gürhan Ertür and Mr.Korhan Gümüş were assigned to a “Work Group” although these names had previously been selected for an Enterprise Group.

Mr.Gürhan Ertür, Ms.Esra Nilgün Mirze, Mr.Orhan Silier and Mr.Arhan Kayar attended a meeting in the Ministry of Foreign Affairs which concluded that the Project should be carried out in cooperation between civilian initiatives and public authorities. It was also decided that European Capital of Culture Istanbul could be realized only by allocation of sources and joint support of central and local administrations in a way to eliminate the bureaucratic obstacles.

Mr.Gürhan Ertür and Ms.Esra Nilgün Mirze submitted the Project to the president of Istanbul Chamber of Commerce and to Mr.Hüsamettin Kavi who shared the co-presidency of Istanbul Council with Governor of Istanbul Mr.Erol Çakır. It was decided that the Project should be further submitted firstly to the Cultural Committee of Istanbul Council and secondly to the plenary assembly of the Council.

An extended meeting was held with the participation of: Ambassador Aydın İdil from the Ministry of Foreign Affairs, Mr. Dündar Gültekin from the Governorship of Istanbul, Mayor of Beyoğlu Mr.Kadir Topbaş, Mr.Necdet Gürgen from the Cultural Directorate of the Governorship of Istanbul, Mr. Şenol Demiröz Head of Cultural and Social Relations Dept. at Istanbul Metropolitan Municipality, Mr.Cengiz Özdemir and Mr. Burhan Metin from Kültür AŞ, Mr.Taylan Akaya from the Rectorate of Istanbul University and the members of the Project Enterprise Group. The meeting concluded that the Project was basically a civil initiative and therefore should be extended through civil organizations and initiatives but also public organizations and institutions should engage in the Project for good. It was also stated that the Ministry of Foreign Affairs supported the Project and would enact coordination and application through EU channels whence a comprehensive dossier about objectives and structure of the Project could be dispatched to the Ministry. Governorship of Istanbul and Istanbul Metropolitan Municipality both stated that this Project would contribute a great deal to the city therefore their ongoing support to the Project would prevail as the Project rolled on.

Ms.Esra Nilgün Mirze, Mr.Korhan Gümüş, Mr.Arhan Kayar, Mr.Birnur Akan and Mr.Gürhan Ertür visited the Metropolitan Mayor of Istanbul Mr.Ali Müfit Gürtuna and made presentation to introduce the Project in order to acquire his support. Mr.Ali Müfit Gürtuna expressed his full support and promised to appoint a special officer to attend Project meeting and to follow up the case.

In a regular meeting it was decided that a compressive dossier on the Project should be prepared, that Mr.Cengiz Aktar should visit Ankara and henceforth submit the dossier to the Minister of Foreign Affair Mr.İsmail Cem for requesting his support for acquiring a “Letter of Intent” from the Ministry of Foreign Affairs in order to be submitted to the European Council.

First Meeting: As the EU Gazette announced an official decision by EU that enabled non-member countries could also recommend candidates for European Capital of Culture; Mr.Cengiz Aktar, Mr.Korhan Gümüş and Mr.Arhan Kayar called to the NGOs and consequently the idea of Istanbul’s candidacy for European Capital of Culture emerged for the first time. In addition to the first three initiators to make the call, Mr.Gürhan Erür from the Open Radio, Ms. Esra Nilgün Mirze from the Istanbul Foundation for Culture and Arts, Ms.Emine Erdoğmuş from ICOMOS, Mr.Mehmet Taşdiken from the Istanbul Metropolitan Municipality, Mr.Fikret Toksöz, Ms.Fisun Çetin, Ms.Melis Varban, from the Marmara Union of Straits and Municipalities, Ms.Birnur Akan from the Publicity Agencies Association, Mr.Erdal Küçükyalçın from the History Foundation, Mr.Erbil Cihangir from the Union of Istanbul Textile and Garment Exporters and Mr.Nedret Koruyan from the Tourism Investors Association gathered together in a meeting to conclude a Consent should be issued. Mr.Gürhan Ergür took charge in coordination. The Consent was signed in fifteen days following the meeting.
